In northwest Tanzania, the absence of institutional forms of old-age care, and the poor implementation of old-age care policies in health facilities, place care firmly in the domain of the family. The ability of family members to provide this care has increasingly become insecure due to out-migration, adult death due to HIV/AIDS, and economic deprivation. Through telling stories about neglect, older people make sense of their anxiety regarding the essential insecurity embedded in their social relations. In doing so older people construct their old age, and the care that they receive in that phase as a period of time for which they themselves are responsible, and have to actively prepare for. They reinforce generational norms of compassion, enclosure, and endowment, but at the same time realise that life for young people is difficult and that one can hope for but not expect care.
