There is consensus on the ‘usual core of problems’ including terrorism, serious and organised crime and people trafficking; while police concerns about ‘cybercrime’ and criminality on the world-wide web are gaining currency. A growing role for private policing gives some officers concerns about loss of territory and loss of power but most strategic police leaders were focused on positioning and responsiveness to shared threats. There is no prospect at the moment for agreement to a corpus juris criminalis, to which all countries, police forces and jurisdictions can sign up, and very little prospect of a pan-European operationally active police force that can over-ride national priorities. There are distinct regional variations on crime priorities but police cooperation was predictably closest with contiguous forces.
