This chapter examines the development of policy analysis at the local and regional level. Under the influence of New Public Management (NPM) different methodologies have been introduced on the local level like zero base budgeting, value for money auditing, management by objectives. The latest development, based on NPM, is the introduction of the Budget and Account Cycle (BBV, besluitbegrotingenverantwoording). Research indicates that although progress has been made, the results of the new legislation is poor.
