The final chapter brings together the argument to show how the planning system can provide protection and support for lower income communities’ needs of their localities. It discusses how this can be married with the ongoing pressures towards growth-dependent planning. It proposes reforms to the planning system in terms of national policy guidance, local plan making and community support.
