Place-based leadership means that those exercising decision-making power strive to improve the quality of life of communities living in a particular place. This contrasts with place-less decision-making in which decision-makers (in, for example, multi-national companies) are unconcerned about the impact their decisions have on particular communities. The discussion of place-based leadership is presented in four parts. First, the changing context for place-based leadership is considered. Second, a graphic illustration of the forces framing local leadership is set out. Third, the changing nature of leadership in modern society is examined and four aspects are considered: Personal qualities of leaders; Leadership and institutional design; The nature of the leadership task, and; The context for leadership. Fourth, a new way of understanding place-based leadership, one that distinguishes five realms of leadership, is presented. Indicators of good local political leadership are outlined, and an Innovation Story on Mayoral governance in Bristol illustrates the relationship between institutional design and local leadership.
