This chapter explores the historical context under which relationships across racial and class lines developed. It argues that Chuschi and Huaychao offer two divergent histories in power relations. Indigenous peasants in Huaychao did not perceive their relationships with elite mestizos as threatening to their way of life. In contrast, the actions, behaviors, and attitudes of mestizo notables in Chuschi violated the cultural expectations that indigenous peasants had of their power holders.Less

Indigenous peasants in Huaychao did not perceive their relationships with elite mestizos as threatening to their way of life. The Inicio de la Lucha Armada (ILA, Initiation of the Armed Struggle)—the burning of the ballot boxes and administrative center in Chuschi on 17 May 1980— marked the first episode of the Shining Path guerrilla insurgency in Peru. In the following years, Peru experienced a brutal civil war that claimed the lives of 69,000 Peruvians, mostly indigenous peasants. This chapter follows the historical trajectory of Chuschi and Huaychao through the political violence of the 1980s and 1990s, providing a brief overview of the historical and political conditions in which the Shining Path emerged. It then describes the different ways that indigenous peasants in Chuschi supported the insurgents. Finally, the chapter analyzes the initial peasant support for the rebellion by emphasizing the ideological disconnect between the leaders of the insurgency and the indigenous peasantry who supported the movement.Less

From 1980 to 1992, Maoist Shining Path rebels, Peruvian state forces, and Andean peasants waged a bitter civil war that left some 69,000 people dead. Using archival research and oral interviews, this book is a long-term historical examination of the Shining Path's political, economic, and social antecedents in Ayacucho, the department where the Shining Path initiated its war. This study uncovers rural Ayacucho's vibrant, but largely unstudied twentieth-century political history and contends that the Shining Path was the last and most extreme of a series of radical political movements that indigenous peasants pursued. The Shining Path's violence against rural indigenous populations exposed the tight hold of anti-Indian prejudice inside Peru, as rebels reproduced the same hatreds they aimed to defeat. But, this was nothing new. The book reveals that minute divides inside rural indigenous communities repeatedly led to violent conflict across the twentieth century.Less

In Huaychao, it was the guerrillas who massacred men, women, and children in retaliation for the community's counterinsurgency efforts.
